Block Transfers: NPAC and e9-1-1 issues
1. Due to some confusion about the block transfers process and NPAC,
the NPAC has asked us to add the following standard language on all
Part 3s issued by the Pooling Administrator for block transfers:
AV-4: Your block transfer request has been approved. Per NPAC: 1. A
manual Part 1B sent to NPAC will be scheduled in NPAC approx. 10
business days prior to the block’s Eff. date.
2. If the block is already active in NPAC, to a SPID different than
the one on the Part 1B; it will be deleted in NPAC approx. 10 business
days prior to the Eff. date listed on the Part 1B, and then the block
will be immediately scheduled for activation, on the Eff. date, to the
SPID on the Part 1B.
3. If coordination is needed with NPAC, contact your NPAC Acct. Mgr.
(or email
NPACAcctMgmt@neustar.biz).
4. If you are using the NANC 323 SPID Migration Process to move this
block to your SPID and do not require NPAC activation of the block, do
not send the Part 1B to the Pooling Administrator. If you have already
sent the Part 1B, email the PA to have it notify NPAC not to process
it. See

2. In addition, other vendors have advised that there are potential
e9-1-1 issues if the LERG™ is not updated when a block is transferred.
Therefore, this notification is also a reminder to the recipient of
any transfer to update the NXD-X record in BIRRDS to reflect the block
transfer. It is the responsibility of the new LERG™assignee/Block
Holder to coordinate those updates in BIRRDs. Failure to do so could
result in a misrouted e9-1-1 call.
