The Pooling Administrator (PA) has been receiving an increasing
number of phone calls from carriers who have agreed to assignment of
a block that is part of a code that has not been activated in the
PSTN. The callers are requesting that the PA make follow-up calls to
the LERG Assignee asking it to activate the code or to determine the
status of the code.
Service providers taking a block from a code not activated in the
PSTN assume those risks per the Thousands-Block Number (NXX-X)
Pooling Administration Guidelines (TBPAG), Section 7.4.4, Step 6,
second bullet (also Section 7.5.3 second paragraph):
As an option, and at the request of a block
applicant, the PA may assign a block(s) from the code with a
block effective date one business day after the effective date of
the code, if a block applicant communicates to the PA via e-mail
or fax that the block applicant explicitly understands that the
underlying code may not yet be activated in the PSTN and loaded in
the NPAC on the block effective date.Regardless of whether
this option is utilized, it is still advisable for block recipients
to make a test call and ensure that default routing has been
established by the LERG Assignee before loading the assigned blocks
into translations, and to verify that the NXX has been loaded in the
NPAC.
As directed by the TBPAG section 7.5.4, the PA
sends a reminder to LERG assignees on the code effective date for
codes not activated in the PSTN. In an effort to pro-actively assist
carriers to remember to move blocks from pending status, the PA
continues to send emails every ten-calendar-days thereafter until
the status is changed to activated. (See TBPAG Section 7.5.4 below.)
On the original Part 3 NXX effective date, PAS
will automatically generate an e-mail to the PA and to the LERG
Assignee asking that the LERG Assignee verify that the pooled NXX
has been activated. This means the LERG Assignee confirms that
facilities and translations are in place and a call through test was
successfully performed. The LERG Assignee is required to send an
e-mail response to the PA within 5 business days indicating the
status of the NXX.
The PSTN Reminder emails are being responded to
with less and less frequency.
The Pooling Administrator urges carriers to respect the needs of
others whose use of their resources depends upon LERG assignee
action.
NOTE: This issue is not related the submission of a
Part 4 Confirmation of NXX-X Block In Service form, which must
be submitted to the PA within six months of the original block
effective date returned on the Part 3.
