Ordering Additional blocks that will be routed via a new LRN

As a reminder, when requesting a block that will be routed via a new LRN, which is not yet
effective from a new code assignment or from an existing code, your requested block
effective date should be after the new LRN effective date. Failure to do this could result in
call failure where calls will not route properly until the new LRN is effective.
