July 2007 Pooling Administration Tip of the Month

Thousands-Blocks Donations and helpful hints

As a reminder, when you donate thousands-blocks via the Appendix 2, Thousands-Block Donation form after the block donation date, you should complete the tasks outlined in section 7.2.7 of the Thousands-Block Number (NXX-X) Pooling Administration Guidelines (TBPAG), (below is an excerpt from that section):

  • If block donations are submitted using Appendix 2 via PAS, the PA shall process the donation within 7 calendar days. If donations are submitted by any other method, the PA has an additional two business days for processing.
  • For any donations from a non-pooled NXX, the AOCN is responsible for entering its specified routing and rating information for those retained thousands-blocks. The retained thousands-block will not appear in the LERG Routing Guide until the AOCN has performed this task.
  • For any subsequent donations of previously retained blocks from a pooled NXX, the block(s) to be donated must be disconnected by the AOCN in BIRRDS before donation. An SP should use the Other Information section in Appendix 2 if block(s) donated have any special status or treatment, e.g., restricted use, chatline, etc.
  • Intra-SP porting of all unavailable TNs within all thousands-blocks that are being donated to the industry inventory pool by SPs is to be completed by the Block Donation Date.

As a block holder you should complete the following per section 4.4.i per the TBPAG:
4.4.i Block Holders Responsibilities

  • Verify in the NPAC which TNs are assigned in any contaminated thousands-block received from the PA to avoid duplicate TN assignments. The preferred method of contaminated TN verification relies on NPAC, but use of one's own LSMS (Local Service Management System) is also acceptable.

Below are some helpful hints:

  • When a previously donated block changes from contaminated to non-contaminated, if possible, notify the PA, so we can update our records accordingly.
  • If you donated a block that is over 10% contaminated, notify the PA immediately so that action can be taken to remove the block from the inventory.
  • Updating the NRUF does not update the contamination status in PAS, please notify the PA if the contamination status changes.
  • Please ensure that the Intra-SP ports are completed prior to donating contaminated blocks, unless the newly established pool criteria apply.

As a reminder, the following changes were made to the donation process due to the implementation of Change Order #51:


Three new fields have been added to the Appendix 2 form in PAS:

“If Contaminated, How Many TNs Are Not Available for Assignment”
If a SP donates a block that is contaminated, they will be required to enter the number of TNs that are not available for assignment. If the SP indicates that more than 100 TNs are unavailable for assignment, the PA will reject the donation.

“Have All IntraSP Ports Been Completed?”

Per Section 7.2.5 of the TBPAG if a SP donates a block for a *newly established pool on or before the Block Donation Identification Date and enters an “N” for “Have All IntraSP Ports been completed?, the PA will be able to conditionally accept the donation. SPs must modify the conditional donation by changing the “N” to a “Y” on or before the block donation date, to indicate that all of the IntraSP ports have been completed. If the SP fails to update the conditional donation by the block donation date, the PA will reject the donation.
If a SP donates a block for a new or existing pool after the Block Donation date, and enters “N” in this field, the PA will reject the donation.

* newly established pool - When the status of multiple rate centers that were previously Excluded (‘X’) from Pooling or Optional (‘O’) are modified from ‘X’ or ‘O’ to a new rate center status of ‘M’, or ‘M*’, resulting from a Supplemental Implementation Meeting.


“Has the Block Been Protected from Further Assignment?”
If the SP enters “N” in this field, the PA will reject the donation.

In addition to the three new fields, the following modifications have been made to the Appendix 2:

  • The field currently titled “X” will change to “Block (0-9)”.
  • The field currently titled “Rate Center” will change to “Rate Center of NXX”.
  • The field currently titled “OCN” will change to “OCN of SP”.
  • The field currently titled “AOCN” will be deleted.
  • The following new certification statement will be added, “I hereby certify that the above information is true and accurate to the best of my knowledge and that this donation form has been prepared in accordance with the “Thousands-Block Pooling Administration Guidelines – ATIS- 0300066.”
  • The legend on the current form will be replaced with the modified legend from the new Appendix 2 form.
