Supplemental Implementation Meeting
(SIM) and Service Providers Already Pooling
When the FCC grants additional delegated authority to a state to
necessitate additional
thousands block pooling, the Pooling Administrator (PA) holds a
Supplemental Implementation Meeting (SIM) and establishes
timeline milestones as stated in the Thousands Block Pooling
Administration Guidelines (TBPAG). The timeline milestones are
established to assist service providers (SPs) who have never
pooled before or for SPs who already pool but need the
additional time to implement pooling in the rate center involved
in the SIM.
Service Providers who are already participating in pooling in
the SIM rate centers should submit a new or updated forecast by
the Forecast Report Date milestone in the SIM rate centers where
they currently have numbering resources and also in the SIM rate
centers where they are anticipating a need for resources. If the
SP that is already pooling has resources that meet the
donation/return criteria as stated in the TBPAG they can
donate/return those resources to the pool prior to the Block
Donation Date. Please be sure that all intraSP ports have been
completed if not then the SP would need to follow the timeline
milestones for Block Protection Date, Block Donation
Identification Date, and Block Donation Date. This information
