Completing the MONTHS TO EXHAUST and
UTILIZATION CERTIFICATION
WORK SHEET - TN Level for Growth Requests
When completing the MONTHS TO EXHAUST and UTILIZATION
CERTIFICATION WORK SHEET - TN Level (MTE), only numbers
classified as available should be included in section
A.
(Available Numbers), numbers that are classified as
assigned, reserved, intermediate, aging, and administrative may
not be included. Numbers that are classified as assigned should
be included in section
B. (Assigned Numbers).
Numbers that are classified as reserved, intermediate, aging and
administrative should be included in section
C. (Total
Numbering Resources) in addition to the numbers
classified as available and assigned. As a reminder, you should
also include all codes and blocks that are assigned to the OCN
and rate center for which the request is for, in the “
List
all Codes NPA(s)-NXXs and Blocks NPA(s)-NXX-X(s):”
section.
Per the Thousands Block Pooling Administration Guidelines
(TBPAG):
- Available Numbers is defined as
“Available numbers are numbers that are available
for assignment to subscriber access lines, or their
equivalents, within a rate center and are not
classified as assigned, intermediate,
administrative, aging, or reserved. Available
numbers is a residual category that can be
calculated by subtracting a sum of numbers in the
assigned, reserved, intermediate, aged, and
administrative primary categories from the total of
numbers in the inventory of a code or block holder
(FCC 00-104 §52.15 (f)(1) (iv)).” .
- Assigned Numbers is defined as
“Assigned numbers are numbers working in the PSTN
under an agreement such as a contract or tariff at
the request of specific end users or customers for
their use, or numbers not yet working but having a
customer service order pending. Numbers that are not
yet working and have a service order pending for
more than five calendar days shall not be classified
as assigned numbers. (FCC 00-104 §52.15 (f)(1)
(iii)) Ported-out numbers should be included as a
subcategory of assigned numbers. (FCC 00-104 ¶ 36).”

(Available Numbers) and section
B. (Assigned
Numbers) may not exceed the total numbers provided in
section
C. (Total Numbering Resources). PAS
does not require that
A. + B. must equal
C.
