Subject to the terms outlined below, Neustar grants to the User a limited license to make personal use only of the Site. Such grant does not include, without limitation: (a) any resale or commercial use of the Site or content therein; (b) making derivative uses of the Site or its contents; or (c) use of any data mining, robots, or similar data gathering and extraction methods. Except as expressly stated in these terms and conditions, the User is not conveyed any right or license by implication, estoppel, or otherwise in or under any patent, trademark, copyright, or proprietary right of Neustar or any third party. Elements of the Site, including page headers, custom graphics, logos, sounds, images and button icons, are protected by trade dress and other laws and may not be copied or imitated in whole or in part. Any unauthorized use of this Site will terminate the permission or license granted by these terms and conditions and may violate applicable law including copyright laws, trademark laws (including trade dress), and communications regulations and statutes. All violators will be prosecuted to the fullest extent of the law.

Content Submission
Certain areas of this Site allow for the exchange of information between the User and Neustar. Neustar will use commercially reasonable efforts to see that all information submitted by the User to Neustar via the secured server provided with this Site will be held confidential by Neustar with exception to situations in which Neustar may be required, by statute, regulation, ordinance or order by federal, state or local governmental authority, to disclose information to the government, law enforcement agency or third parties, or when Neustar, in its sole discretion, believes it is necessary or appropriate to disclose such information in connection with an investigation of fraud, intellectual property infringement, or other activity that may expose Neustar to legal liability. Any information or material submitted by the User to Neustar by any means other than the secured server provided with this Site will not be treated as confidential.
Indemnification
The User agrees to indemnify, defend, and hold Neustar and its affiliates and licensors harmless from any liability, loss, claim and expense, including reasonable attorney’s fees, related to the User’s violation of these terms and conditions or use of the Site.
Nontransferable
The User’s privilege to use the Site is not transferable to others and is subject to any limits established by Neustar.
Security
ONLY AUTHORIZED USERS MAY ACCESS AND USE THIS SITE. ANYONE ACCESSING OR USING THIS SITE WITHOUT AUTHORIZATION, OR IN EXCESS OF HIS OR HER AUTHORITY MAY BE SUBJECT TO CRIMINAL PROSECUTION AND LIABILITY. ACCESS OF THIS SITE IS MONITORED AND RECORDED.

Applicable Law / Choice of Forum
These terms and conditions shall be governed by and construed in accordance with the laws of the District of Columbia, without resort to its conflict of laws provisions. The User agrees that any action at law or in equity arising out of or relating to these terms and conditions shall be filed only in a court located in the District of Columbia and the User hereby irrevocably and unconditionally consents and submits to the exclusive jurisdiction of such courts over any suit, action, or proceeding arising out of these terms and conditions.
Termination
Notwithstanding any of these terms and conditions, Neustar reserves the right, without notice and in its sole discretion, to terminate the User’s license to use the Site, and to block or prevent future access to and use of the Site.
Severability
If any provision of these terms and conditions shall be deemed unlawful, void, or for any reason unenforceable, then that provision shall be deemed severable from these terms and conditions and shall not affect the validity and enforceability of any remaining provisions.
No Waiver
Failure of Neustar to enforce any provision of these terms and conditions shall not be deemed a waiver of such provision nor of the right to enforce such provision.
