Changes to Acceptable Current Executed Interconnection
Agreement for Proof of
Facilities Readiness Documentation for Initial Resource Requests
(INC Issue 755)
The Thousands Block Number Pooling Administrator Guidelines
(TBPAG) and the Central Office Code Assignment Guidelines
(COCAG) were reissued Friday May 31, 2013, in accordance with
changes made due to
INC Issue 755: Update appropriate
interconnection documentation in Section 4.3.1.2 of the TBPAG
and 4.2.2 of the COCAG.
With the closure of this issue and the reissuance of the
guidelines there have been revisions to item 1 current executed
interconnection agreement for proof of facilities readiness
documentation accepted by the Pooling Administrator (PA) and
North American Numbering Plan Administrator (NANPA). The
following changes are effective
immediately:
- The expiration date page must be
included.
- When providing a current executed
interconnection agreement the page showing the
expiration date of the agreement must now be
provided. If the expiration date is in the past
the applicant must also identify where in the
agreement it states the agreement is ongoing
(e.g. evergreen) or provide documentation from
the interconnecting carrier that the agreement
is ongoing/renewed/extended.

- The applicant shall provide only the
relevant pages
- cover page
- area covered page
- expiration date page
- signature page with both signed signatures
If more than these four pages are
provided the applicant must indicate in the email the
page numbers for the relevant pages in the
interconnection agreement.
Failure to follow the guidelines will result in the
application being denied.

For reference, below is the revised item 1 from the
TBPAG section 4.3.1.2 and COCAG section 4.2.2, The new
requirements are underlined. |
1) A current executed interconnection agreement
between a Local Exchange Carrier and the service
provider requesting numbering resources. The relevant
pages are the cover page, area covered,
the expiration date and the
signature page from the interconnection agreement.
The SP shall provide only the
relevant pages or indicate in the email the page numbers
for the relevant pages if providing the entire
interconnection agreement. The PA or NANPA shall deny
any application when the relevant pages are not provided
or the SP does not indicate the page numbers of the
relevant pages when providing the entire interconnection
agreement via email. In the case that the name on
the interconnection agreement does not match the SP’s
name on the application, the applicant shall provide
documentation linking the name on the application with
the name on the interconnection agreement. |
