Common Mistakes on MONTHS TO EXHAUST and UTILIZATION CERTIFICATION WORK
SHEET - TN Level (MTE) Form


The PA has been noticing that some users have not updated the MONTHS TO EXHAUST and UTILIZATION CERTIFICATION WORK SHEET - TN Level (MTE) form correctly in PAS. Below are some common mistakes that are being made by users when completing the MTE and corrections for those mistakes.

1. When submitting back to back requests for the same rate center and same OCN in PAS,
Users are not updating the MTE form to include the resources that they just received in the rate center or not including requested resources on pending requests still in the PA's queue waiting to be processed.

Correction for mistake 1 – Option one: Users need to utilize the existing requests types in PAS; the Multiple Code Request function for submitting back to back code requests when more than one code is needed or for block requests withdrawing the first new block request and then submit one request for all the blocks that they need for the same rate center and OCN.

 Option two:  Users will need to manually update their MTE to include requested resources that are pending in queue for the PA to process by adding the requested resources from the pending requests to sections List all Codes NPA(s)-NXX(s) and Blocks NPA(s)-NXX-X(s),  A, C, and D fields of the MTE.


2. Users are not updating the List all Codes NPA(s)-NXX(s) and Blocks NPA(s)-NXX-X(s) field and/or the Total Numbering Resources field (section C) portion of the MTE accurately – for example, one time including resources from another OCN, another time not including all the resources for the applying OCN, and another time including resources for a different state but same rate center name.

Correction for mistake 2 – Users need to utilize the Total Numbering Resources Report in PAS as well as NPA / Rate Center Report available on our public home page (www.nationalpooling.com) under the Reports tab for determining what resources need to be included in the List all Codes NPA(s)-NXX(s) and Blocks NPA(s)-NXX-X(s) and Total Numbering Resources fields on the MTE form.


3. Users are inputting the incorrect categories of numbering resources into section A, B, and C of the MTE.

Correction for mistake 3 – For Section A. – Available Numbers - Only input numbers that are classified as Available.  Assigned, Reserved, Intermediate, Aging, and Administrative may not be included in Section A.

 Section B. - Assigned Numbers – Assigned numbers are numbers working in the PSTN under an agreement such as a contract or tariff at the request of specific end users.  Only numbers that fit into this category description may be input into this field.

 Section C. – Total Numbering Resources – Input numbers that are Reserved, Intermediate, Aging, Administrative, and Assigned into this field. Users need to utilize the Total Numbering Resources Report in PAS as well as NPA / Rate Center Report available on our public home page (www.nationalpooling.com)  under the Reports tab for determining what resources need to be included in Section C.
