Quarterly Pooling Tip – January 2023

 

How to Pool in an Excluded Rate Center

When a rate center is in an “Excluded” status, it will not appear as part of the list of rate centers in PAS, however service providers may opt into Pooling at any time in an Excluded rate center by simply sending an email to the NANPA Customer Support Desk at support@nanpa.com. In the email, specify that this is a request to pool in an Excluded rate center and include the State/NPA/Rate Center. 

To determine the pooling status of a rate center, go to www.nationalpooling.comReports, then NPA/Rate Center Report

Once the rate center is updated to Optional, Service Providers can:

·         Request NANPA to seek voluntarily thousands-block disconnects from existing CO code holders.

 

·         Submit a thousands-block forecast.

 

·         Submit thousands-block disconnects that are more than its six-month inventory. 

Per CFR § 52.15 (g) (4) (iii), “All service providers shall maintain no more than a six-month inventory of telephone numbers in each rate center or service area in which it provides telecommunications service.”  

Per Section 8.1.1 of the TBCOCAG, “At a minimum, SPs shall review their Service Provider Inventories at the Rate Center level for possible Thousands-Block Donations/returns semi-annually. SPs shall Donate/return Thousands-Blocks that are 10% or less contaminated unless SPs can demonstrate that: 1) the Thousands-Block is required to meet the SPs six-month projected forecast; 2) there are Technical Reasons which justify retaining Thousands-Blocks such as TNs that are Assigned to non-portable services; or 3) the Thousands-Block is an Initial Thousands-Block or “footprint” Thousands-Block.”

 

·         Request a CO Code to replenish the pool, any thousands-block(s) not requested will automatically be placed in the available thousands-block inventory.
